Reserve Bank of India seeks curbs on currency trading due to financial

Insurance companies and mutual funds run the risk of contagion from the banking sector, cautioned the Reserve Bank of India.
Random failure of a bank which has large borrowings from insurance companies and mutual funds may have significant implications for the entire financial system, said the RBI?s Financial Stability Report.
Banks increased reliance on borrowed funds, especially short-term funds, due to disproportionate slowdown in deposit growth (at less than 14 per cent as at March-end 2012)?vis-?-vis?credit growth (16.3 per cent). This could translate into rollover and liquidity risks for banks.
GOLD LOAN COS
Another example of interconnectedness cited by the RBI is between gold loan companies (non-banking finance companies) and banks.
The high dependence of gold loan companies on the banking system for funds could pose risks to the latter, in case the business model of these companies falters.
The exponential growth in the balance-sheets of the NBFCs, which are lending against gold, in recent years coupled with the rapid rise in gold prices along with expansion in the number of their branches is a cause of concern
RISKS TO STABILITY
The combined effect of the dismal global macroeconomic situation and the muted domestic economic performance has caused marginal increase in the risks to the stability of the financial system.
The threats to stability are posed by the global sovereign debt problem and risk aversion, domestic fiscal position, widening current account deficit and structural aspects of food inflation.
The RBI said the downside risks to growth may persist given the headwinds from the global economy and moderation in private and government consumption and investment demand.
The persistence of overall inflation in the face of significant growth slowdown points to serious supply bottlenecks and sticky inflation expectations.
The Reserve Bank of India has sought checks on currency trading arguing it was resulting in speculation.
The demand ? which has not found favour with market regulator?Sebi?? was made during a meeting of the Financial Stability and Development Council (FSDC) recently and came at a time when the rupee is touching new lows against the dollar and putting pressure on the overall economy.
But, sources told TOI that Sebi has managed to get a reprieve for the?currency futures?market, where trading began in 2008 after a reluctant?RBI?agreed to the plan after years of debate.
Futures are aimed at helping traders hedge their currency bets. One of the major reasons for RBI?s opposition was joint regulation with Sebi. FSDC is a regulatory coordination body comprising the regulators and is headed by the finance ministers.
RBI is learnt to have raised the issue during a meeting of the sub-committee which is chaired by the central bank governor. In recent weeks, RBI has sought to clamp down on activities that could impact currency fluctuations and the proposal is also in that direction. The rupee has depreciated over 20% over the past 12 months and closed at 56.80 against the dollar, compared to Wednesday?s close of 57.16.
Sebi has taken the plea that in the absence of a regulated segment such as currency futures, traders would be forced to hedge their risks in unregulated markets such as the non-deliverable forwards market in Singapore, where volumes are of the order of $20 billion, compared to $4 billion for currency futures. The over-the-counter market regulated by the central bank where business worth around $15 billion is transacted.

NEW YORK, June 29 (Reuters) - A key borrowing cost for Wall Street banks rose on Friday as they sought funds to pay their purchases at this week's U.S. Treasury debt auctions that raised $99 billion for the federal government.
The supply of dollars in the $1.6 trillion tri-party repurchase agreement market -- where Wall Street banks pledge U.S. Treasuries and other assets as collateral in exchange for cash -- shrank as investors moved money back into the stock market and other riskier investments after European leaders took further steps to manage their region's fiscal mess.
"The market was surprised since everyone seemed to be at odds heading into the summit," said Mike Lin, director of U.S. funding at TD Securities in New York.
Euro zone leaders struck a deal on Friday to allow their rescue fund infuse cash directly into struggling banks from next year and intervene on bond markets to support troubled member states.
The interest rate on repos due on Monday was last bid at 0.24 percent, 2 basis points higher than Thursday and up 13 basis points at the end of the first quarter.
"There is just a lot of collateral around at the end of the quarter and there is less money to fund them," Lin said.
Some of the cash was channeled into stocks on Friday. The three Wall Street indexes were up nearly 2 percent in midday trading.
Primary dealers, those top Wall Street firms that do business directly with the U.S. Federal Reserve bought more than half of the two-year, five-year and seven-year debt at this week's U.S. Treasury auctions.
Dealers and other investors who bought the bonds must pay the U.S. Treasury on Monday.
During the course of reselling their purchases in the open market, primary dealers typically seek funding for their Treasuries positions.
The quarter's steady rise in repo rates stemmed from the growing supply of short-term U.S. Treasury debt in the open market due to the Fed's Operation Twist.
Under Operation Twist, these Wall Street firms must bid on the short-dated Treasuries that the Fed sells for this bond program. The Fed in turn has used the proceeds to buy long-dated Treasuries with the goal to lower mortgage rates and other longer-term borrowing costs.
In addition to a general rise in short-term interest rates, primary dealers are stuck with more short-dated debt supply.
As of June 20, they owned $96.7 billion in Treasuries, of which $60.2 billion are in coupon debt that matures in three years or less, according to the latest Fed data available.
At the start of Operation Twist which began last October, they held a combined $11.9 billion in Treasuries. Primary dealers had $4.8 billion in net short positions in coupon debt that matures in three years or less.
Last week, the Fed extended Twist, which was initially scheduled to expire on Friday, into year-end with planned purchases of $267 billion long-dated debt. This is on top of $400 billion it already bought.
MIXED SIGNALS
Other parts of the dollar funding market suggested lingering concerns about the banking system due to the sovereign debt problem in Europe and signs of slowing global economic growth, analysts said.
Eurodollar futures for delivery after 2013 fell anywhere from 1.0 to 8.5 basis points on Friday, although most front-month contracts were unchanged to up 1.5 basis points.
The steadiness in front-month Eurodollar futures helped narrow the risk premium on two-year interest rate swaps over Treasuries by 0.25 basis points to 24.25 basis points.
Two-year swap spread, which is seen as a gauge on investor confidence, ended essentially unchanged in second quarter after flirting with 38.00 basis points in early June on fears over Spain's troubled banks and Greece's possible exit from the euro zone.
In offshore dollar lending, the London interbank rate on three-month dollars was unchanged at 0.46060 percent.
This rate benchmark for $370 trillion of financial products worldwide was down from 0.46815 percent at the end of March.

HOUSTON (AP) ? A man who claimed Texas' version of a stand-your-ground law allowed him to fatally shoot a neighbor after an argument about a noisy party was sentenced Wednesday to 40 years for murder.
Raul Rodriguez, 46, had faced up to life in prison for the 2010 killing of Kelly Danaher.
Rodriguez, a retired Houston-area firefighter, was angry about the noise coming from a birthday party at his neighbor's home. He went over and got into an argument with 36-year-old elementary school teacher Danaher and two other men at the party.
In a 22-minute video he recorded on the night of the shooting, Rodriguez can be heard telling a police dispatcher "my life is in danger now" and "these people are going to go try and kill me." He then said, "I'm standing my ground here," and fatally shot Danaher and wounded the other two men.
Rodriguez's reference to standing his ground is similar to the claim made by George Zimmerman, a neighborhood watch volunteer who is citing Florida's stand-your-ground law in his defense in the fatal February shooting of an unarmed teenager, Trayvon Martin. Rodriguez's case, however, was decided under a different kind of self-defense doctrine.
Prosecutors called Rodriguez the aggressor who took a gun to complain about loud music and could have safely left his neighbor's driveway in Huffman, an unincorporated area about 30 miles northeast of Houston, any time before the shooting. Defense attorneys argued Rodriguez was defending himself when one of the men lunged at him and he had less than a second to respond.
At trial, prosecutors tried to show Rodriguez had a history of not getting along with Danaher and other neighbors.
One neighbor testified that Rodriguez, who had a concealed handgun license, bragged about his guns and told her a person could avoid prosecution in a shooting by telling authorities you were in fear of your life and were standing your ground and defending yourself. During the trial's punishment phase, neighbors, former co-workers and Rodriguez's ex-wife testified that Rodriguez was abusive, a bad neighbor and that he once shot a dog.
Rodriguez's attorneys did not present any witnesses before the jury convicted him on June 13. But during the punishment phase, they called more than a dozen witnesses, including his wife and sons. They and other family members testified that he was not abusive, always stressed the importance of gun safety and that he was not cavalier with his weapons. One son said Rodriguez shot the dog because it was attacking his family.
Texas' version of a stand-your-ground law is known as the Castle Doctrine. It was revised in 2007 to expand the right to use deadly force. The new version allows people to defend themselves in their homes, workplaces or vehicles. It also says a person using force cannot provoke the attacker or be involved in criminal activity at the time.

It concludes that more than two out of every three new pesticide active ingredients approved in recent years had roots in natural substances produced in plants or animals. The article appears in ACS' Journal of Natural Products.
Charles L. Cantrell and colleagues point out that there have been many analyses of the impact of natural products substances produced by living plants, animals and other organisms on the production of pesticides. None, however, has ever looked at the impact of natural products and natural product-based pesticides in fostering new active ingredients (NAIs) in pesticides on the U.S. market, based on NAI registrations with the U.S. Environmental Protection Agency. The scientists filled that information gap with results that they say defy conventional wisdom that natural products may not be the best sources for NAIs.
The analysis found that between 1997 and 2010, more natural products were registered as NAIs for conventional pesticides and biopesticides than any other type of ingredient. The authors report that when biological ingredients and natural products recreated in labs are included, more than 69 percent of all NAIs registered in that time frame have natural origins.

ScienceDaily (June 26, 2012) ? Online shoppers would rather receive an offer for a product or service than make their own offer, according to a study led by a Michigan State University scholar that has implications for the fast-growing e-commerce industry.
The findings may come as a surprise given that shopping online is an anonymous process that seemingly can give consumers more confidence to drive a hard bargain, said Don Conlon, Eli Broad Professor of Management in MSU's Broad College of Business.
But the study found that participants who made their own offers were less successful in sealing the deal and, when they were successful, worried they overpaid. Many shoppers found the process of researching an offer to be a hassle.
"Americans are very busy, and it's less time consuming to be the one receiving the offer rather than the one proposing the offer," Conlon said. "People tend to be happier when they're in the receiver role."
Online spending in the United States is expected to jump 45 percent in the next four years, from $226 billion this year to $327 billion in 2016, according to Forrester Research Inc.
Conlon got the idea for the study after considering the difference between two popular sites for hotels and airline flights priceline.com, which takes bids, and hotwire.com, which provides offers.
Using these two models, Conlon and his fellow researchers conducted a series of experiments with more than 850 people who were charged with booking a fictional hotel room and acquiring a fictional antique car.
Not only did participants prefer to receive bids, Conlon said, but they also made more deals in that receiver role. Further, when they had to make the bids, they were left more mentally taxed and regretful.
From an industry perspective, putting customers in the receiver role may help fill more hotel rooms and airplane seats. "If you're a business with a lot of product," Conlon said, "you may want to be the one making the offers."
However, when selling single items, such as an antique car, accepting bids may be a better option since that typically drives up the price, he said.
Conlon's co-researchers are Catherine Tinsley of Georgetown University; Samuel Birk and Aleksander Ellis of the University of Arizona; and Stephen Humphrey of Penn State University.

Pre-summit document presses EU banking union
BRUSSELS (Reuters) - European leaders will discuss specific steps towards a cross-border banking union, closer fiscal integration and the possibility of a debt redemption fund at a summit on June 28-29, according to a document prepared for the meeting.
Two officials familiar with the 10-15 page document, drawn up over the past month and which is still being revised ahead of the summit, said it sets out in detail the four "pillars" required for a strong economic and monetary union which leaders believe is necessary to secure the currency project's future.
As well as progress towards a banking union, the paper discusses the need for a more integrated budget policy, steps required for deeper economic integration, and how to retain "democratic legitimacy" if countries give up some sovereignty.
The document has been drafted by European Commission President Jose Manuel Barroso, European Council President Herman Van Rompuy, European Central Bank chief Mario Draghi, and Jean-Claude Juncker, head of the Eurogroup countries using the euro.
European leaders have already said the first area they need to work on is a banking integration as they try to break the link between bad banks and indebted governments, with the worsening situation in Spain an immediate concern.
EU officials believe that could be achieved in a year, although Berlin wants to see much more progress towards fiscal integration first, something that would require much longer due to the need to change the European Union treaty to achieve it.
The document goes into most detail on the banking proposals, setting out the need for a single European banking supervisor, a common EU deposit-guarantee scheme and a single bank-resolution fund to wind down the region's bad banks, the officials said.
The paper sets out options under each heading, saying that when it comes to a single banking supervisor it could either be charged with overseeing all EU banks, or else look after the major systemic banks with cross-border operations, while another body looks after broader, day-to-day oversight.
The expectation is the ECB will eventually be given sole responsibility for overseeing Europe's biggest banks, while the European Banking Authority watchdog retains a broader oversight role along with coordinating the work of national regulators.
On a common deposit insurance mechanism, the paper suggests that there needs to be a strengthening of and closer integration among national guarantee schemes to provide a more reassuring backstop across the whole European Union.
On a resolution fund to deal with failing banks, it calls for a single mechanism "with a large envelope" that would be financed via levies on the banking sector, such as a financial transaction tax, and would offer "an integrated EU solution for resolution".
The document, which draws heavily on proposals made by the European Commission on June 6, says an "immediate and permanent mutualisation" of risk may be required to backstop the banking sector. It suggests the euro zone's permanent ESM bailout fund could be used to recapitalize banks directly, rather than having to lend to governments for on-lending to banks.
All of those proposals would be possible under existing EU treaties and could be implemented relatively rapidly, the document indicates.
Even if it took only a year, this will probably not come quick enough to ease market pressure on Spain and Italy that is now reaching danger levels, although some analysts believe a strong signal of intent could help. That could also persuade the ECB to step in.
"Short term, there is clearly a risk that the summit will disappoint markets yet again. If that were to be the case, I have no doubt that the ECB will step in," said Erik Neilsen, global chief economist at Unicredit.
That could take the form of an interest rate cut, further easing of collateral rules for Spanish banks so they can continue to access ECB funds or even a resumption of the bank's bond-buying program, which several of its policymakers oppose, he said.
BUDGET INTEGRATION
In a second section examining the steps required for closer fiscal coordination, the document says there is a need to go beyond existing legislative proposals such as the fiscal treaty, which 25 of the EU's 27 countries have signed up to and which commits them to a balanced budget.
The paper says that as closer banking and fiscal integration is achieved, the issue of mutualisation of debt will become more immediate and it raises the option of a debt redemption fund along the lines of that proposed by Germany's "wise men".
That is an idea that France, Italy and others have pushed hard for but which German Chancellor Angela Merkel opposes.
Merkel has not ruled out a sharing of debt per se, but has said any discussion on it can only happen at the end of a long process of integration that is likely to take many years. In contrast, France will find it difficult to stomach the loss of sovereignty that fiscal union would demand.
"The political leaders are now trying to move to a degree of fiscal and political union within a very short period of time. In democracies, such changes usually take a few years, and whether enough can be achieved in time remains to be seen," Neilsen said.
"However, in my mind, this does not imply an imminent risk of a breakdown of the euro zone ... It's a political project, and political leaders are unlikely to throw in the towel because markets don't like the policies."
Other sections of the document discuss the broader aims of greater EU labor mobility, efforts to improve pan-EU competitiveness, and to examine common taxation such as a common corporate tax base and a financial transactions levy.
There is likely to be heated discussion on issues such as debt mutualisation and any pooling of liability under a banking union, with Germany adamant that it will not be put on the line to underwrite the liabilities of other euro zone countries.
No decisions are expected at the summit, but if leaders agree that there are grounds to push ahead, Barroso, Van Rompuy and the others will be given a further mandate to develop the ideas in greater detail, including more specific timelines.
Van Rompuy has said he hopes to have a more thorough set of plans drawn up by the next EU leaders' summit in October or possibly the one after in December.

Abstract
PURPOSEThe frequency of BRCA1 and BRCA2 germ-line mutations in women with ovarian cancer is unclear; reports vary from 3% to 27%. The impact of germ-line mutation on response requires further investigation to understand its impact on treatment planning and clinical trial design. PATIENTS AND METHODSWomen with nonmucinous ovarian carcinoma (n = 1,001) enrolled onto a population-based, case-control study were screened for point mutations and large deletions in both genes. Survival outcomes and responses to multiple lines of chemotherapy were assessed.ResultsGerm-line mutations were found in 14.1% of patients overall, including 16.6% of serous cancer patients (high-grade serous, 22.6%); 44% had no reported family history of breast or ovarian cancer. Patients carrying germ-line mutations had improved rates of progression-free and overall survival. In the relapse setting, patients carrying mutations more frequently responded to both platin- and nonplatin-based regimens than mutation-negative patients, even in patients with early relapse after primary treatment. Mutation-negative patients who responded to multiple cycles of platin-based treatment were more likely to carry somatic BRCA1/2 mutations. CONCLUSIONBRCA mutation status has a major influence on survival in ovarian cancer patients and should be an additional stratification factor in clinical trials. Treatment outcomes in BRCA1/2 carriers challenge conventional definitions of platin resistance, and mutation status may be able to contribute to decision making and systemic therapy selection in the relapse setting. Our data, together with the advent of poly(ADP-ribose) polymerase inhibitor trials, supports the recommendation that germ-line BRCA1/2 testing should be offered to all women diagnosed with nonmucinous, ovarian carcinoma, regardless of family history.

Lil Wayne Explains His Latest Skateboarding Injury
'I broke my clavicle, like, two months ago,' Weezy tells MTV News at Atlanta's Birthday Bash.

Lil Wayne takes his skateboarding seriously, so the Young Money cash king doesn't really mind the bumps and bruises that come along with the sport. Actually, Weezy describes it as "fun."
MTV News caught up with Wayne on Saturday after he got offstage at Birthday Bash in Atlanta. Tunechi joined Kelly Rowland to perform their hit collaboration "Motivation," but instead of simply walking out to the crowd of 20,000 like the rest of the night's acts, Wayne rolled out onstage riding his board. Backstage, a shirtless Tune was riding around the Philips Arena, and those lucky enough to get close to him may have noticed a bright yellow bandage on his left shoulder.
"I broke my clavicle, like, two months ago. What happened was, I didn't go to the doctor when I broke it, so it healed on its own," Weezy explained. "Whenever you let a break heal on its own, it don't heal right, so I got a lot of bone callouses around it.
"So this tape keeps my bone from popping out of my skin," Wayne said, pointing to his shoulder with a childlike grin. "It's fun."
This isn't the first time the multiplatinum rap god has injured himself while skating. Last August, Weezy had to get nine stitches after he took a spill in a St. Louis skate park. "The Lou was good, but I busted my fuggin head at the sk8park! 9stitches! Gnarly gash over my left eye! Luv the people," he tweeted after the fall.
